Complaints

Employees are always encouraged to initially discuss concerns with his or her supervisor.  However, if an issue cannot be resolved or an employee believes there are instances of fraud, waste, abuse, mismanagement, conflicts of interest, lack of compliance or other violations of federal law, state law, or University policy, there are several ways to report your concern.

  • File a complaint with the University Ethics Office
  • File a complaint with the State of Illinois Office of the Executive Inspector General (OEIG)

Confidentiality

Although the OEIG and the University Ethics Office accept anonymous complaints, the identity of all who file complaints will be kept confidential to the extent possible under the law. However, there may be some circumstances under which the law requires the complainant’s identity to be revealed.

Filing A Complaint

  • Illinois State University

    Complaints regarding any allegations of  a violation of the State's Ethics Act, State Law, or Illinois State University policy should be filed with the University Ethics Office.  This may include employee misconduct, fraud, waste, abuse, or mismanagement. The complaint must relate to the official conduct of an Illinois State University employee or a person or entity (such as a vendor) doing business with an Illinois State University employee.

    Illinois State University has contracted with a third-party hotline provider, EthicsPoint, to file reports in confidence and anonymously, if preferred.

  • Office of the Executive Inspector General (OEIG)

    The OEIG is authorized to investigate allegations of misconduct made against a State of Illinois official or employee who is under the jurisdiction of the governor, lieutenant governor, or a state public university, as well as others doing business with these entities.

Violation

Anyone who files a complaint with the OEIG should have a responsible belief that the allegation being reported is true and be able to provide sufficient details concerning the allegation in order for an investigation to be initiated.  Examples of allegations of violations by State employees that may being investigated by the OEIG include (but are not limited to):

  • Abuse of authority
  • Bid rigging
  • Corruption
  • Fraud
  • Improper time reporting
  • Misuse of state property, equipment, or other assets
  • Theft of state property

The OEIG will not investigate complaints that are unrelated to its jurisdiction nor those that are more appropriately dealt with as a state agency management issue.
